
The Ghana Ports and Harbours Authority (GPHA) has reiterated its commitment to transparency, fairness, and accountability in staff promotions, following public interest in its recent decision to reverse a number of appointments within the institution.
In a statement signed by its Marketing and Corporate Affairs Department, the Authority clarified that the move was the outcome of a months-long internal investigation initiated by the Acting Director General, Brigadier General Paul Seidu Tanye-Kulono. This followed formal petitions submitted to his office, raising concerns about irregularities in recent promotions.
The investigation, carried out by a specially constituted committee, uncovered significant breaches of GPHA’s promotion policies. According to the findings, some individuals had received multiple promotions within the same year, while other equally qualified and hardworking staff were overlooked.
“These disparities were contrary to the principles of fairness and had the potential to demoralize hardworking staff,” the statement noted.
After extensive consultations, management resolved to annul all promotions that were found to be in breach of the Authority’s Human Resource guidelines. GPHA emphasized that the decision was not punitive but a necessary corrective measure to ensure the integrity of its internal processes.
Management also cited the long-term financial implications of the irregular promotions, warning that they posed a threat to the Authority’s fiscal sustainability.
“This decision was taken with the utmost sensitivity, fairness, and objectivity, with careful consideration of both individual and institutional impact,” the Authority stated. It added that the action aligns with the broader “Reset Agenda,” a reform initiative aimed at instilling discipline, accountability, and integrity in public sector institutions.
GPHA assured all staff that channels have been created for those affected to seek redress and further clarification. The Authority expressed confidence that the move will ultimately enhance staff morale and strengthen GPHA’s position as a performance-driven organization.
