
The Ghana Ports and Harbours Authority (GPHA) has announced the reversal of a series of recent staff promotions, following an internal investigation that uncovered widespread breaches of its human resource policies.
The decision, according to a press release signed by the Authority’s Marketing and Corporate Affairs Department, comes after several formal petitions were submitted to the Acting Director General, Brigadier General Paul Seidu Tanye-Kulono, raising concerns over alleged irregularities in promotions across various departments.
In response, the Acting Director General established a special committee to conduct a comprehensive review. After months of case-by-case assessment, the committee found that many of the promotions violated GPHA’s established policies, with some employees reportedly receiving multiple promotions within a single year while other qualified staff were unfairly overlooked.
“These disparities were contrary to the principles of fairness and had the potential to demoralize hardworking staff,” the Authority said.
The move to annul the affected promotions, GPHA stressed, was not punitive but corrective—intended to preserve meritocracy, discipline, and fiscal integrity within the organisation. The press release further stated that the cumulative financial burden of the unwarranted promotions posed a threat to the long-term financial stability of the Authority.
“This decision was taken with the utmost sensitivity, fairness, and objectivity… all in the interest of Ghanaians, and in line with the Reset Agenda, which seeks to restore discipline, accountability, and integrity in public sector institutions,” the statement read.
The Authority assured staff that appropriate channels have been established for those seeking redress or clarification, as management seeks to ensure transparency and restore trust across the organization.
GPHA says it is confident that the reforms will enhance morale and re-position the institution as a performance-based, forward-looking organization.
